Prelude: The evening of May 28 Governor Mary L. Randolph presented an educational feature on Presiding Pitfalls.

Minutes of Conference Business Meeting


The Biennial Conference of Northwest Region 1 of The American Institute of Parliamentarians, held in the Best Western Hotel in Tukwila, Washington, was called to order May 29, 2004 at 9:00 A.M. by Governor Mary L. Randolph. Secretary Raynola F. Blackshear recorded. A quorum was present; the Bylaws require ten (10) member's presence. The names of the twenty (20) registered delegates and three (3) guests in attendance are shown on the attachment to these minutes.

Sharon Conser gave the invocation. Ronald Herbison led the Salute to the Flag.

Robert Stephens, Conference Coordinator, extended the welcome.

Governor Randolph introduced the members seated at the head table, recognized Past AIP President Charles Johnson, members with dual membership in the American Institute of Parliamentarians and the National Association of Parliamentarians, a Past Region 1 Governor and First Timers.

A 10-minute recess was declared at 10:45 A.M.

Credentials Committee member Rudy Jones reported 20 members plus three guests present as of 9:00 A.M., May 29, 2004. The report was adopted.

Robert Sherron read the conference rules after which Paul McClintock offered the motion to amend the rules as follows:

* Insert "2004" after "Conference" in the title.
* In item 3, strike "AIP" and insert "NWR-1."
* In item 9, insert "final" before "adjournment."
* Add an item 12, Pagers and cell phones shall be silenced.

The rules, as amended, were adopted; copy attached.

Carol Klingberg, Program Committee member, moved the adoption of the printed program, attached, with provisions for changes as necessary. Adopted.

Raynola F. Blackshear, Secretary, reported that the 2002 Minutes Approval Committee read and approved the minutes of the Conference held in Portland, Oregon May 11, 2002.

Governor Randolph announced that reports of officers, the Historian, Capitol City Chapter, Olympia; North Sound Chapter, Seattle; and Spokane-Alyce Baker Chapter, Spokane are in the Conference Program Book, also are attached to these minutes.

Don Peters, Barbara Pugh and Roberta A. Jackson having audited the Treasurer's Books earlier found the report to be correct. The Report of the Audit Committee was adopted.

Income and expenditures for this conference are not included in this report; nor is a $20.00 donation from Roberta A. Jackson, to the Nugget Account, included.

Paul McClintock, appointed to chair a bylaws revision committee created at the 2002 Conference, presented the Proposed Bylaws Revision. On behalf of the committee he moved the adoption of the proposed revision with the proviso "That the bylaws committee be authorized to correct article and sections designations, punctuation, and cross-references, and to make such other technical and conforming changes as may be necessary to reflect the intent of the membership in connection with the proposed Bylaws Revision considered at the 2004 Region 1 Conference." There was no objection to adopt the proviso with the adoption of the revision. There was no objection to consider the proposed revision seriatim.

Recess was declared at 12:15 P.M. for lunch; the meeting was reconvened at 1:05 P.M. Action on the proposed bylaws continued.

On motion of Spokane member Don Peters it was voted to call up the Previous Question as pertains to the bylaws revision and all other pending questions. The bylaws revision was adopted by the required 2/3 vote. A copy of the revision and Standing Rules is attached to these minutes.

The report by the Credentials Committee chair showed no change.

Visiting Past AIP President Charles presented Charter 74 to the members of the North Sound Chapter; charter members were recognized. Paul McClintock is President.

Though allowed, no nominations came from the floor. There being no objection Governor Randolph declared the nominees elected.

Workshop: "A Treasure Trove of Tools and Tips" was led by Robert Dolan.

Past AIP President Charles Johnson conducted the installation of officers.

Secretary Raynola F. Blackshear read the Courtesy Resolution. There being no objection, it was adopted, copies to be sent to the appropriate persons therein mentioned. Attendees responded to Governor Randolph's call to join her in a standing ovation for those who made the conference successful. Special thanks were paid members of Capital City Chapter and North Sound Chapter for all their help.

AIP Conference 2004 Standing Rules
Northwest Region 1

1. Region 1 members and guests shall register with the Registration / Credentials Committee.
2. A Quorum shall be 10 NWR-1 members registered and entitled to vote.
3. Only NWR-1 members shall be entitled to make motions, debate and vote.
4. Members wishing to speak shall rise and address the chair, giving their name, chapter association or member-at-large status.
5. Speeches and debate shall be limited to no more than two (2) minutes for each member on each motion unless otherwise authorized by the assembly.
6. Debate on each bylaw article shall be limited to 10 minutes total unless otherwise authorized by the assembly.
7. Following the report on the nominating committee, nominations for Governor, Lieutenant Governor, Secretary and Treasurer shall be made from the floor and election shall be by ballot unless there is only one nominee for the office. There being only one candidate for any given office that office may be viva voce.
8. Nominations for Nominating Committee shall be made from the floor and election shall be by ballot unless the number of nominees do not exceed the number to be elected, in which case, the vote may be viva voce. (If the bylaw revision change in nominating committee is adopted this rule shall be null and void.)
9. The Election / Tellers Committee, appointed by the Region Governor, shall act as tellers for the counting of votes. All written ballots shall be given to the Secretary who will destroy them after final adjournment.
10. The governor shall appoint a Minutes Approval Committee of three members who shall approve the minutes of the conference.
11. The rules contained in the current edition of Robert's Rules of Order Newly Revised, 10th edition, shall govern the conference in all cases to which they are not inconsistent with the Bylaws of Region 1 and these Standing Rules.
12. Pagers and cell phones shall be silenced.

Attachment 4 -- Reports

Report of the North Sound Chapter


The North Sound Chapter began meeting in late 2003, and was chartered in early 2004. It was founded to provide a study group to go beyond Robert's Rules of Order and explore other parliamentary authorities, in particular the others covered by AIP exams for CPs and CPPs, and to provide a forum for examining principles of parliamentary procedure.

The chapter has been studying primarily from AIP's Comparisons of Parliamentary Authorities, rotating leadership of the discussion. The chapter meets at 8:00 p.m. on the third Mondays of odd-numbered months. For more information, please visit the chapter website at www.paulmcclintock.com/nsc.
