Northwest Region 1 Biennial Conference May 11, 2002
Minutes

The Biennial Conference of Northwest Region 1 of the American Institute of Parliamentarians was called to order May 11, 2002 at 9:00 A. M. by Governor Mary L. Randolph in the Courtyard by Marriott in Portland, Oregon. Secretary Raynola F. Blackshear recorded. A quorum was present; the Bylaws require ten (10) members' presence. The names of the 17 registered delegates and three (3) guests in attendance are shown on the attachment to these minutes. Father Joseph P. Browne, C.S.C. CPP, PRP gave the invocation. Clark Smith, RP led the Salute to the Flag. Lola Kinzie, Conference Coordinator, extended the Welcome. Governor Randolph introduced the members seated at the head table, recognized Past Northwest Region 1 Governors and members with dual membership in the American Institute of Parliamentarians and the National Association of Parliamentarians.

Don Peters eulogized the life of Donald Moeller, Immediate Past Northwest Region 1 Governor. 

Credentials Committee Chair Clara Schreiner reported 16 delegates and one guest present as of 9:00 A.M. May 11, 2002. The report was adopted. 

Betty Mage moved adoption of the Conference Rules, attached. Wyn Bowler moved that a Rule 10 be added: "A Minutes Approval Committee of three (3) will be appointed by the Governor with the approval of the delegates." Paul McClintock moved that the word "delegates" be struck and the word "assembly" be inserted; adopted. The Bowler amendment was adopted as amended. The Conference Rules, as amended, were adopted. 

Lola Kinzie, a Program Committee Chair, moved the adoption of the printed agenda, attached, with provisions for changes as necessary. Adopted. 

Secretary Raynola F. Blackshear reported that the minutes of the August 2, 2000 Conference were approved by the Minutes Approval Committee. 

Reports of the Northwest Region 1 Officers and Capital City Chapter Olympia, Washington by President James Wilson; the Spokane-Alyce Baker Chapter, Spokane, Washington by President Barbara Hostutler; and the Columbia/Williamette Chapter, Portland, Oregon by President Lola Kinzie are in the Conference Program Book. Also attached to these minutes.

Ann McCartney, Anne MacFarlane and Raynola F. Blackshear having audited the Treasurer's Books earlier found the report to be correct. The Report of the Audit Committee was adopted. 

Historian Raynola F. Blackshear reported on her progress to date and requested members to search for and donate records of the early days of the Northwest Region 1. 

Bylaw Amendments: 

No. 1: Article IV. Finances and Fiscal Year, Section 1, Fiscal Year.

Proposed: The Fiscal Year shall be June 1 through May 31. Don Peters moved to strike "June 1 through May 31" and insert "biennial conference to biennial conference." Paul McClintock gave notice that if the Peters' motion was not adopted he would propose a substitute motion which he later withdrew. Ron Herbison moved to postpone action on Article IV until completion of the remaining proposed bylaw amendments and Standing Rules changes. Herbison's motion was adopted. 

Rationale for change to June 1 through May 31: The AIP membership and fiscal year dates were changed at the 2001 Annual Session. This amendment brings Region 1 into coordination with AIP. 

No. 2: Article VI. Duties of Officers. Section 1. Governor, 4.

Proposed: Cooperate with the AIP Chapter Committee in organizing and servicing chapters, and with the AIP Member Services Committee in the recruitment of members. 

Rationale for change: The name of the Membership Committee has been changed to Member Services Committee. 

No. 3: Article VI. Duties of Officers. Section 1. Governor, 8.

Proposed: Strike Number 8 from the list of the Governor's duties and renumber the remaining item. This is an editorial change.

Rationale: AIP had deleted the AIP Regions Committee and rolled it over into the Member Services Committee. 

No. 4: Article VI. Duties of Officers. Section 4. Treasurer, 3.

Proposed: Strike in its entirety No. 3 "Collect all Registration Fees For the Region Conference and other sessions sponsored by the Region where such a fee is charged." Renumber remaining items.

Rationale: Conferences need to have the ability to control their own finances onsite. 

No. 2: Standing Rules, 2

Proposed: The Region Conference shall preferably be held prior to May 31. Don Peters moved that "prior to May 31" be struck and the words "Spring or Fall" be substituted therefor. Motion not adopted. 

Rationale for holding the Region Conference prior to May 31: This would allow coordination of elections and fiscal year. It will also allow new officers to take office at at time relative to the timetable established by AIP for representation at the AIP Annual Session and publication of the AIP membership directory. 

No. 1: Article IV. Finances and Fiscal Year, Section 1, Fiscal Year.

Proposed: Strike "January 1 through December 31" and insert "June 1 through May 31." Peter's postponed motion to strike and insert, to result in the bylaw reading "that the fiscal year shall be from Biennial Conference to Biennial Conference" was not adopted. 

Vote on Bylaws Amendments as presented: Adopted by 2/3 vote. Vote on Standing Rules Amendment as presented: Adopted by 2/3 vote. 

A 10-minute break was declared at 10:10 A.M.

There being no further nominations, nominations were closed. There being no more than one nominee for any position Governor Randolph declared the nominees elected. 

Program Committee Chair Lola Kinzie presented Workshop Leader Father Joseph P. Browne whose subject was "Officers -- Who, What and How." 

Recess was declared at 11:35 for lunch. Speaker, Oregon Senator Verne Duncan, was introduced by Father Joseph P. Browne. His subject: "Parliamentary Procedure in the Legislature." 

After the meeting was reconvened Program Committee Chair Lola Kinzie presented Workshop Leader Paul McClintock, RP, whose subject was "Alternative Voting Methods." 

A second workshop on "Practical Problems" was led by Wyn Bowler. 

The subject of financing for the Northwest Region 1 Nugget prompted a preamble by Ann C. MacFarlane, followed by her motion: "I move that the Governor be authorized to request AIP Members in our region to make a modest donation in the range of $6 - $12 each, in order to finance the printing and mailing of the Northwest Nugget over the Biennium." Adopted. 

Robert Stephens moved that a "Bylaws Revision Committee be appointed." Adopted. Governor Randolph appointed Paul McClintock, RP; Don Peters, and Father Joseph P. Browne, C.S.C. CPP, PRR to report back at the next conference. 

The final Credentials Report showed 17 Voting Delegates and 3 guests; motion to adopt, Adopted. 

Secretary Raynola F. Blackshear read the Courtesy Resolution and moved its adoption, attached. Adopted. 

Governor Randolph presented an Appreciation Gift to Conference Coordinator Lola Kinzie. Mementos were presented to Father Joseph P. Browne, Wyn Bowler, and Paul McClintock. Lola Kinzie presented a Gift of Appreciation to Governor Randolph.
